US Congressman. A lawyer and graduate of the University of Pennsylvania, he was elected from Pennsylvania to the United States House of Representatives on three different occasions, and represented two different Districts. He first represented the 3rd District from 1801 to 1803 as a Federalist, then the 1st District from 1819 to 1826 as a Jacksonian Federalist, then finally the 3rd District again from 1829 to 1831 as a Jacksonian.
