It's not known in which small town in rural Tennessee Ray was born in. He was living in the town of Yuma with his parents, when he enlisted in the Marines 22 April 1966, at a recruiting office in Nashville. Ray was one of 11 children born to Ray and Leodia Phelps.
Arriving in Vietnam 14 July 1967, Ray was assigned to CAP 1-3-7, CACO 1-3, 1st CAG, Combined Action. The CAP unit was on a patrol 6 kilometers east northeast of the Binh Son Airfield, when a hostile booby-trapped was detonated. Ray died as a result of multiple fragmentation wounds to the body from a hostile mine explosion.
Survived by his parents, Ray Williard Sr and Leodia Phelps and his siblings, Joe Lewis, Leroy, Elsie, Virgie, Rebecca, Christella, Eula, Adrian, Walden and Arthur Wayne all of Rural Route #1, Yuma, Tennessee.
