Chip was born in Worcester, son of Nathaniel F. and Mary M. (Power) Chandley. He was a 1964 graduate of the former Assumption Prep and 1968 graduate of the College of the Holy Cross, both in Worcester. After serving in the U.S. Army in South Korea, he attended the Culinary Institute of America in Hyde Park.

Chip was a chef in several restaurants, including Windows on the World at the World Trade Center in New York and restaurants in Asheville, N.C., Montana and Colorado. Chip was a member of the Worcester Tennis Club and a tennis instructor at the Paxton Tennis Club for many years. Before his training as a chef, he was a social worker for the City of Worcester. He was a resident of Shrewsbury for the last 20 years.
