Eustace James Anthony Balfour was an architect, the son of James Maitland Balfour and his wife, Lady Blanche Mary Harriet Gascoyne-Cecil, daughter of James Gascoyne-Cecil, 2nd Marquess of Salisbury. He was the nephew of the 3rd Marquess of Salisbury and brother of Arthur Balfour, both of whom served as Prime Minister. He was married May 12, 1879 to Lady Frances Campbell, a daughter of George Douglas Campbell, 8th Duke of Argyll, and his wife, Lady Elizabeth Georgiana Leveson-Gower, with whom he had issue.
