Frenando was born in 1965 in Olongapo, Philippines. As the oldest in his family, he earned a bachelor's in civil engineering in Columban College also located in the Philippines. He then joined the United States Navy in 1988 in Subic Bay, serving for 30 years in the supply corps and retiring in 2018 as Master Chief Petty Officer. Following retirement, he worked as a logistic analyst in Norfolk, and came home everyday happy to see his family.
He always had big plans for his children, hoping that one day both of his sons will graduate from college. One of his sons has even followed in his footsteps to become a Naval Officer and to serve for his country the same way his father has. He was simple as he was a regular church goer, television watcher, hard worker, and a big family man. Growing up, he made many sacrifices taking care of his family in the Philippines and continued to carry on that trait to his wife and kids in Virginia.
He is survived by his wife, Jocelyn; 2 children, Immanuel and Gabriel; siblings, Myra and her husband Sean and their child John, Michael and his wife Xienna and their children Xiane, Maxienne, and Markel, Marlon and his wife, Anne Marie and their children Marian and Aaron.
Interment will take place at Colonial Grove Memorial Park.
