South Carolina Governor. After attending Wofford College North Carolina and Vanderbilt University in Nashville, Tennessee, he became a successful planter and businessman. In 1896, he was elected as a Democrat the 86th Governor of South Carolina, was elected to a second term in 1898 and served until his death at age 37. During his administration, South Carolina raised troops to fight in the Spanish-American War, plus all railroads operating in the state were required to provide separate cars for blacks and whites.
