US Congressman. He was engaged in the manufacture of railroad equipment in Pennsylvania and was chairman of the Northumberland County Democratic committee, 1885 to 1888. He was a delegate to the State Constitutional Convention in 1891 and a delegate to the Democratic National Convention in 1892. In 1903, Dickerman was elected as a Democrat to the Fifty-eighth Congress, serving until 1905. President Theodore Roosevelt appointed him to serve as a delegate to the Brussels Peace Congress in 1905.
