US Congressman. He was admitted to the bar in 1898 and commenced law practice in Newberry, South Carolina. He was a member of the State House of Representatives, 1901 to 1902, chairman of the Democratic committee, 1906 to 1914, assistant attorney general of South Carolina, 1913 to 1916 and a delegate to the Democratic National Conventions in 1920 and 1924. In 1917, he was elected as a Democrat to the Sixty-fifth Congress and to the seven succeeding Congresses, serving until 1933. During World War II, he served as assistant to the Attorney General, Department of Justice, Washington, D.C.
