He was born in Choctaw Nation, I.T. and was half Choctaw Indian. He served as Judge of Tobucksy County. Prior to being judge, he served as County Sheriff and was a U.S. Deputy Marshall. in 1903 he was elected Representative to the Choctaw Council Indian Nation. He and his wife, Elizabeth Hampton, were listed on the Final Rolls of Citizens of the Five Civilized Tribes in Indian Territory. Their children were David M., Benjamin P., Willis W., Beulah A., Soloman H. Jr., Narcissa E., Malina A. and Ouida L. Mackey.
