Charles Witter was the son of Alvin Reed Witter, who died in Pavillion, New York at the home of his daughter Mary Esther (Witter) Holbrook, and Mary Esther (Witter) Witter, who died in Le Roy, New York in 1886.

After the death of his first wife Mary, Charles Witter remained a widower until he married, second on September 7, 1915, Henrietta Julia Elizabeth, daughter of John and Louisa Zankel, and widow of J. Henry Koppell. He died April 14, 1920 in Syracuse, New York.
