Born September 8, 1941, in Greeleyville, he was a son of the late Harlen E. Carter and the late Evelyn Spivey Carter. He was a member of Greeleyville Baptist Church.
He is survived by his wife of 57 years of Manning; a son, Joe H. Carter, Jr. (Rhonda); two grandchildren, Joe H. "Tripp" Carter III and Jordan Leigh Carter; and two sisters-in-law, Susie Mae Carter and Janice Carter, all of Manning.
In addition to his parents, he was preceded in death by two brothers, Jerry Carter and Jimmy Carter.
A graveside service will be held at 1:30 p.m. on Sunday, March 21, 2021, at Clarendon Memorial Gardens with the Rev. Marty Hodge officiating.
