Charles was the son of Charles A. Allen and Jane Bell Hillard. His mother, Jane (daughter of Robert B. Hillard and Sophia Crane), was a descendant of Samuel Pennington (1725-1791) who served in the Revolutionary War.

[Samuel Pennington's daughter was Anna Pennington, who married Jacob Crane. Jacob and Anna Crane's daughter was Sophia Crane, who married Robert Hillard.]

Charles was living in Providence, Rhode Island at least from 1861-1863. A few years later, in 1867, he had moved to Chicago. About 15 years after that, he and his family moved out to the Chicago suburb of Hinsdale, where he remained for the rest of his life.

Charles was a veteran of the Civil War, serving in the 1st Rhode Island, Company C. He was proud of his service, and usually entertained former soldiers on his front lawn (in Hinsdale, IL) after the Memorial Day parade. The soldiers would walk to the cemetery in the parade, with small girls walking ahead of them and throwing flower petals on the road where they would walk. Afterwards, many headed to Charles' home to visit and talk about old times.

He married Margaret Theresa Bingham on 29 November 1868. Margaret was born in Canada, the daughter of James Bingham and Mary Gray.

Around 1882 Charles and Margaret Allen purchased their large home in Hinsdale, DuPage County, Illinois. He was one of Hinsdale's pioneer residents, serving as village trustee from 1884-1886. Charles was among the group of men who initially applied for the charter of the Hinsdale Club, "the" place be. Originally it was just a men's club but later evolved into a family club. He was president from 1893-1896.

His home, at the northeast corner of Washington and Third streets, burned down on 9 February 1889. Very little was saved. The house was rebuilt, though, and stood until July 2012 when it was torn down to make room for a newer residence.

In the 1900 census (Hinsdale, DuPage Co., IL), Charles, Margaret, and their youngest three children are shown with an address on Third Street. They are listed as having one servant, Suruda Nissou, who was born in May of 1880, and came to America from Japan about 1894. In the 1910 census for Hinsdale, they are not listed as having any servants but are listed as living at 119 "North Washington Street"--which was at the corner of Third Street. The address of the home changed to 305 N. Washington Street in later years.

The family also owned a home in Magnolia Springs, Alabama, when they often spent a large portion of their time. Charles Allen's wife, Margaret, had just returned to Hinsdale from Magnolia Springs just a short time before she died at the end of May 1918.

About a year after Margaret's death, Charles Allen married (2nd) to Alberta Allen. They were living in Tampa, Florida, by 1924, where Charles continued to reside until his death in 1931.
