Fred's obit says he was born in Baxter Springs. I believe that he was born in Ottawa county OK based on the following:
On his WWI registration Fred gave his birth place as "near Peoria, OK". On his WWII registration he gave "Peoria, OK" as his birth place. On the 1900 census Fred (4 y/o) was living with his mother and sister in "Township 28, Quapaw Nation, Indian Territory". On that census report his birth place is given as "Indian Territory, Oklahoma".
