US Congressman. A graduate of Harvard Law School, he was admitted to the bar and practiced law in St. Louis. He was elected as a Republican to represent Missouri's 5th District in the United States House of Representatives, serving in the 51st Congress from 1889 to 1891. He founded and owned the St. Louis "Star" newspaper, and was a vice-president for the St. Louis World's Fair in 1904. He was a delegate to the Republican National Convention in 1896, then ran unsuccessfully for United States Senator in 1910, 1916 and 1928.
