Willie was born to John H. Barnett and Eliza Jane "Jennie" Cannada on June 10, 1891 in Roxton, Texas. She was the only child to her parents.

She was educated in the Roxton schools and Mary Connor College in Paris.

On December 28, 1920, Willie Barnett married Wight W. Maness. They had no children.

Willie was a member of the First United Methodist Church of Roxton, the Women's Bible Class, Roxton Book Club and McCuistion Women's Auxiliary. She was active in most community affairs.

After the death of her mother and step father Willie and Wight moved the original farm house from the Barnett farm into Roxton. Willie and Wight lived in the house the rest of their lives and the house is still occupied and in good repair in 1995.

Willie Barnett Maness, at her death, donated land she inherited from her father, John H. Barnett, to the cemetery association, which helped set up a perpetual care fund for Restland Cemetery. A marker honoring her gift was placed at the foot of her grave.
She passed away on January 26, 1974.
