Cecilia was the fifth daughter in a family of thirteen parented by Richard Norman and Lady Elizabeth Isabella Manners. Her mother was the daughter of the late 4th Duke of Rutland whose brother had become the 5th Duke.

Cecilia married Francis Hurt (son of Francis Edward Hurt and Elizabeth Arkwright) on 22 Aug 1829 in All Saints, Bakewell, Derbyshire at Bakewell Church. From the day of their married until 1854 when they moved into Alderwasley Hall on the death of his father, they lived in six different homes and it was in these various places that all their children were born. They had fifteen children:

Her husband preceded her in death. Cecilia died at The Knoll, Burton Road, Littleover, Derbyshire at age 82.
