US Congressman from Illinois. He graduated from Pennsylvania's Allegheny College in 1854 as class valedectorian, studied law in the office of US Senator W.T Willey, and began a practice in Peoria in 1860. From 1865 to 1872 Worthington served as Peoria County's Superintendent of Schools, and he was a member of the Illinois Board of Education from 1869 to 1872. In 1882 he was elected to the US House of Representatives as a Democrat and served two terms, 1883 to 1887. He ran for reelection in 1886 and for election in 1888 unsuccessfully, but in 1891 he was elected a Judge of the Illinois Circuit Court. He was a delegate to numerous state and national Democratic conventions, and in 1894 was appointed to a federal commission that investigated labor-management relations in Illinois. Upon his election to a second term on the bench in 1897, Worthington was also appointed a Judge of the Illinois District Court of Appeals, and served on both courts until his 1915 retirement.
