Nagel, an attorney in St. Louis, Missouri, became involved in public affairs & politics & was elected to the Missouri House of Representatives 1881-1883. He served as president of the St. Louis city council 1893-1897 & was a member of the Republican National Committee 1908-1912. He was appointed Secretary of Commerce & Labor by President Taft in 1909. Nagel was also a founder of the United States Chamber of Commerce.
