US Congressman. He served in the United States House of Representatives from the 25th, 23rd, and 24th Districts of New York from January 3, 1983 to January 3, 2007. He graduated from Utica College and later served in the United States Army from 1956 to 1958. Later, he worked at Wyandotte Chemical Company as a public relations manager. After leaving the company, he served as chief of staff for both Reps. Alexander Pirnie and Donald J. Mitchell. In 1978, he was elected county executive of Oneida County, New York and served in this position until 1982. In 1982, he decided to run, as a Republican, for a seat in the United States House of Representatives and was successful in the general election. He went on to serve in the House for twelve terms before stepping down in 2007. During his House tenure, he was both known as a "centrist" and for his work on environmental issues. He also served as Chairman of the House Science Committee from 2001 to 2007. After leaving office, he remained active in both the environmental and scientific areas.
