He was the son of Charles Bolt Garrett 1794-1867 and Maria Walker 1798-1866. His father fought with Commodore Perry in the War of 1812 at the Battle of Lake Erie and the Battle of Tippecanoe with General Harrison and also the battle at the Thames River where Tecumseh was killed.

Per St. Mary Cemetery's Burial Records Russell Garrett was buried 08-11-1901, age 71 yrs 11 mos Protestant [His wife, Elizabeth Jane Lane Garrett., died 11-06-1905, born 1839 Ohio and is buried next to him]

Per the Ventura Free Press Newspaper, 16 August 1901:
"A PIONEER'S DEATH - Taps Sounded For An Old Soldier;
Col. Russell P. Garrett, died at his home on the avenue Sunday evening. His death was a result of paralysis. The deceased was old resident of the county. He came here from Wyandotte Kansas in 1882 and bought the Bell place on the Santa Ana. Col. Garrett was a confederate veteran, having served under General Price during the Civil War. At the funeral, which occurred Tuesday afternoon, one confederate comrade and five of his opponents in arms acted as pall bearers."

Russell Garrett's headstone was discarded in the 1960's by decisions made by the Ventura City Council. Russell Garrett has no memorial.
