Editor and journalist. He was a leader of the Mensheviks, the Russian
Democratic Socialists, and in 1940 emigrated to the United States, where he was a member of the editorial staff of the Jewish Daily Forward. He was a founder of the Union of the Liberation of the Peoples of Russia and a president of the American Labor Conference on International Affairs, as well as the author of Soviet Revolution, 1917-1939 (1962).
