US Congressman. He attended elementary and high school in La Crosse, and then studied law for two years. In 1912 Withrow became a railroad worker, starting as a fireman and becoming a conductor before winning election to the Wisconsin Assembly. He served in the Assembly from 1926 to 1927, and then became the Wisconsin government relations representative for the Brotherhood of Railroad Trainmen. In 1930 he was elected to the US House of Representatives as a Republican and served four terms, 1931 to 1939, twice running for reelection as a Progressive. He was an unsuccessful candidate for reelection in 1938, and returned to lobbying for the Brotherhood of Railroad Trainmen, also running unsuccessfully for election to Congress in 1940 and 1942. In 1948 Withrow was elected to the US House as a Republican and was reelected five times, serving from 1949 to 1961. He did not seek reelection in 1960 and retired to his home in La Crosse.
