He was the son of Pleasant Nicholas "Plez" Foy, Sr. and Dellie Ann Clanton. He was called "Little Plez" or "Bill". He married Inez Elizabeth Beaube about 1928 in Franklin Parish, LA, They had three children: Laura Elizabeth, born October 2, 1929; James Timothy, born May 8, 1932; and Dorothy Ruth, born November 5, 1934. Inez was the daughter of James Beaube, Jr. and Sarah Ann "Sina" May.
