SEVERANCE MAN DROWNS IN WOLF RIVER
HIGGINS: Evin B. Higgins, 65, former mayor of Severence, drowned Thursday evening, May [sic] 13, 1985, while fishing in Wolf River a half mile north of Severance.
The Doniphan County Sheriff's Office reported that Mr. Higgins waded into the river to untangle his line. According to a witness, he had turned back toward the shore, slipped, and went under. He was pronounced dead at the scene.
Mr. Higgins was District Circulation Representative for the Kansas City Star Co. for 33 years, retiring April 1, 1984. He served on the Severance City Council from 1949 to 1968, and as mayor from 1969 to 1980. He was a member of the Denton Masonic Lodge and the Hiawatha Elks Lodge.
He was born near Troy on Jan. 1 [sic], 1920, and had lived in Severance most of his life. He was preceded in death by his father, Leslie B. Higgins.
Surviving are his wife, Jennie, of the home; two sons, Steve Higgins of Highland and David Higgins of Shawnee; a daughter, Shirley Joyce Higley of Atchison; his mother, Bessie Higgins, Highland; a brother, Murl Higgins, Highland, and a sister, Fannie Lewis, Manhattan; an uncle, Arch Higgins, Ponca City, Ok.; eight grandchildren, one step-granddaughter; eight great-grandchildren and one step-great-granddaughter.
Services were held Sunday afternoon at the Severance Community Chapel, the Rev. Charles Crowley and Rev. John Muncy officiating. Pallbearers were six grandsons, Ross Lowe, Scott Higley, Todd Stillings, David M. Higgins, Todd Higgins and Michael Schneider. Honorary pallbearers were O. B. Strasser, John Roland, Norman Prawl, Allen Burdette, Gary Martin and Don Trimble. Interment was in the Oak Hill Cemetery.
