US Congressman. He studied at London's Inner Temple and Gray's Inn and became a lawyer. He was Deputy King's Attorney and King's Attorney for the district that included Frederick County, and he served in the Virginia House of Burgesses from 1772 to 1773. After the Revolution he served as State's Attorney for the Frederick County district, and was a member of the state House of Delegates from 1782 to 1786 and in 1788. In 1788 he was also a Delegate to the state convention that considered adoption of the US Constitution. The same year he was elected without party affiliation to the US House of Representatives and served in the First and Second Congresses, 1789 to 1793. His term was marked by his advocacy for the Bill of Rights. In addition, he was one of four House members who opposed Alexander Hamilton's plan for the federal government to assume the Revolutionary War debts of the states, but whose support after persuasion from Thomas Jefferson enabled it to pass. In 1795 President Washington appointed White to the commission that laid out Washington, D.C. and oversaw construction of its first public buildings, and he served until the commission's 1802 termination. He was a member of the Virginia House of Delegates again from 1799 to 1801.
