US Congressman. Raised in Grant Park, Illinois, he attended schools in Kankakee County and graduated from the University of Michigan Law School in 1872, later becoming an attorney in Kankakee. He specialized in railroad law and was general solicitor for the Indiana, Illinois & Iowa Railroad; he also owned a large stock farm in Iowa. In 1884, Wheeler served in the Illinois Senate. In 1892, he was elected to the US House of Representatives as a Republican and served one term from 1893 to 1895. He did not run for re-election in 1894 and returned to practicing law, also serving as a delegate to the 1896 and 1900 Republican National Conventions.
