Penelope Ann Carter passed away on Tuesday, February 1, 2022 at Pine Acres Care Center in West Des Moines, Iowa.

Penny was born on November 13, 1939 to Alex "Hap" Barbour and Lillian (Price) Barbour in Knoxville, IA where she lived for many years.

She married the love of her life Kenneth "Rex" Carter in 1958. Together, they had four children

The family spent their early years moving all across the country as Rex helped to build missile silos during the Cold War and finally settled on the northeast side of Des Moines, Iowa.

Penny enjoyed being a homemaker and going to the races several times a week to watch Rex race. She also had a love for dogs, especially her Yorkies, Tabitha and Ruby.

The family later moved to Adel, Iowa where they lived for 8 years before moving to West Des Moines. Two months later, Penny lost Rex unexpectedly.

Soon after Rex died, Penny purchased and operated a motel in Des Moines for 15 years.

Penny was blessed to be able to count on her son-in-law, Michael Culp who helped her with anything she needed through the end of her life.

Penny was preceded in death by her husband, Kenneth "Rex" Carter and her sister, Pamela (Tom) Compiano.

Penny lived her life privately and per her wishes, there will not be a funeral service.
