He was the son of Adolphus H. Harrington and Catherine Baer Harrington.
Per the 1930 Census for Frederick, Frederick County, Maryland, at age 34, he married May P. Burch for a marriage year about 1918.
They had no children.

Franklin H. Harrington Dies Here Early Today
Franklin Harry Harrington, well known Fredericktonian, 464 West South Street, died at the Frederick Memorial Hospital this morning at 3:50 o'clock after an illness of two weeks, aged 66 years. Born in this city, he was a son of the late Adolphus H. and Catherine E. Baer Harrington and was a devout member of the Evangelical Lutheran Church of which he was a former Deacon. He was a member of Columbia Lodge No. 58 A.F. and A. Masons, Enoch Council No. 19 R. & S.M., Enoch Royal Arch Chapter No. 23, R.A.M., Jacques DeMolay Commandery No. 4, Knights Templar, Ali Ghan Temple, A.A.O.N.M.S. Mr. Harrington in recent years had been employed by the State Roads Commission in the maintenance and purchasing departments.

Surviving him are his wife, Mrs. May Burck Harrington; his stepmother, Mrs. Mary Catherine Harrington, this city. A number of nieces and nephews also survive. The body rests at the funeral home, 106 East Church Street, where friends may call after noon on Tuesday. Funeral services will be held at the funeral home Thursday afternoon at 2 o'clock. Interment in Mount Olivet Cemetery. M.R. Etchison and Son, Funeral Directors. Services will be in charge of Columbia Lodge with an escort from Jacques DeMolay Commandery.
