US Congressman. He was admitted to the bar in 1895, commenced law practice at Pawnee City, Nebraska, and moved to the Territory of Oklahoma in 1901. In 1907, he was elected as a Democrat to the Sixtieth Congress, serving until 1909. An unsuccessful candidate for reelection, he resumed the practice of law and was appointed Assistant Attorney General of Oklahoma in 1919, serving until 1922. US Senator Charles William Fulton from Oregon, was his brother.
