Roman Catholic Cardinal. He was promoted to Cardinal Priest of Santa Dorotea by Pope Francis on June 12, 2014. Prior to becoming a Cardinal he was appointed as Bishop of Mexico City in 1979 and then to Bishop of Zacatecas in 1984. He served in the Vatican in 1996 as President of the Pontifical Council for the Pastoral Care of Health Care Workers, and was named Archbishop ad personam. He was one of the Cardinal electors in the 2005 papal conclave that selected Pope Benedict XVI. He turned in his resignation on April 18, 2009 to Pope Benedict. He trained as a priest in Zamora, Michoacán, and at the Pontifical Gregorian University in Rome, where he earned a doctorate in theology and was ordained in 1955.
