Mr. Coulter was born February 14, 1970 in Olney, the son of Jimmie and Phyllis Coulter. He was an auto body craftsman at Auto Detailers and Bodyworks in Olney.
Survivors include his parents, Jimmie and Phyllis Coulter of Olney; one son, Devan Lee Coulter, Olney; friend, Ami Lee Weidner, Olney; two brothers, James Arthur Coulter, Robinson, and James Raymond Coulter, Olney.
Mr. Coulter was preceded in death by his grandparents.
