Research tends to lean to Phebe being the sister of Hiram H Allen. I just don't know if she was born at Bakersfield, VT, or Brookfield, MA. My research is listed below.

1) Hiram H Allen was born abt 1809 in Bakersfield, Vermont. He came to Amherst, Massachusetts abt 1831, Phebe married at 1833. The only Allen family that stayed at Bakersfield was Ezra & Lydia (Ross) Allen. Phebe was born abt 1813 between Sarah P born at Bakersfield, VT and Harriet born at West Brookfield, MA. Both Hiram and Harriet married Dickinson family members.

Looking at the family behavior: James went to Bakersfield, Vermont with Ezra Allen of Brookfield, prob a cousin. He returned to Massachusetts before 1815 to West Brookfield. Hiram became head of household at some point, started a business in Amherst and brought his sister Phebe along. This is what happens when the head of household dies early. When James died in 1823, Hiram was 14, Sarah was 13, Phebe was 10, Harriet was 8, Caroline was 5, and Maria D was coming up on 3 months. The family did remove to West Brookfield bef 1815, and to Athol bef 1818. Hiram did not just show up at Amherst from Bakersfield, he was at West Brookfield and Athol before he removed to Amherst. Dolly was at Athol 1835 when Sarah got married, at Amherst 1845 when Harriet got married and on the 1850 census, and removed bef 1860 to Enfield with dau Caroline.

2) Noah & Hopeful: She went by "Hope", and the gene book (The History and Genealogies of Ancient Windsor, Connecticut: Genealogies and biographies, pg 18; print, Press of the Case, Lockwood & Brainard Company, Bloomfield, CT, 1893), she was the daughter of James & Abigail (Chapin) Potwine, born in Windsor, CT. According to the marriage cert, she was the dau of Benjamin and Abigial. Benjamin Potwine did marry Abigail Chapin. Noah and Hope registered Mar 1807 and married 24 Dec 1807, he died 5 Oct 1814 at Amherst.

I just found Elvira, she is the dau of Noah and Hope, she was born 1810 at Chesterfield, MA and registered at Amherst. Another daughter, Jane Wolcott Allen was born 1814 at Amherst. These births I found are information from marriage records, and where Phebe Ann married at Athol, this information is not with Amherst. Fanny was the dau of Benjamin and Esther from Worcester County. Noah d. 1814 at Amherst. Noah and Hope had one son and two (known) dau's before Noah's passing.

3) Nathaniel & Patty: Nathaniel was born 16 Dec 1774 East Windsor; Martha was born abt 1775 at Amherst. They had Mary Jones in 1807, Lydia in 1809, and Nathaniel in 1810 all born at East Windsor, Connecticut and registered and baptized at Amherst. When Nathaniel died at 1811, it must be that Patty returned to Amherst with the three youngest children mentioned above. Phebe cannot be the dau of Nathaniel and Patty.

4) Benjamin & Abigail: m. 28 Jan 1816, so they are not her parents.
