Teodoro Mina Abacan was born on December 7, 1934 in Sampaloc, Metro Manila in the Philippines. He was the third child of eleven children of Alfonso Villalobos and Bernabela Mina Abacan. Teodoro grew up in Kamuning, Quezon City, Metro Manila together with his ten siblings: Eufronia, Rogelio, Alfonso, Jr., Ligaya, Norma, Iluminada, Rosela, Remigio, Larry, and Angelito; and his grandmother, Tomasa Legaspi. Teddy, as he was known by his friends, and Leng, as he was called by his parents and family, went to Quezon City High School in Kamuning where he graduated as Valedictorian of his Class in 1954. He continued his education as a full scholar at night in the Engineering School of Far Eastern University (FEU) while also working full-time in the Mayor's Office in Quezon City Hall. Teodoro left FEU when he got accepted in the Philippine Military Academy (PMA) in 1956 where he graduated in 1960. He served as an officer in the Philippine Army in Camp Murphy. While serving as an officer in the Philippine Army he continued his education in the University of the East Law School at night and graduated with honors, and passed the Philippine Bar in 1967. He retired as a Colonel from the Philippine Army when he immigrated in the United States in 1969. As a graduate of the PMA with an equivalent of an engineering degree, Teodoro was hired by Bechtel Power Corporation as a Cost Engineer in 1971 and later on promoted as a Mechanical Engineer, specializing in the design of structural steel and pipe supports for nuclear power plants. After working for Bechtel Power Corporation for 17 years, Teodoro accepted a job with the Federal government and was assigned in the Bureau of Treasury, Department of Alcohol and Tobacco and Firearms where he retired after 10 years. Teodoro passed away peacefully on July 15, 2014 at Kaiser Permanente Hospital in Santa Clara at the age of 79. He is survived by Betty his loving wife of over 40 years; his beloved children Lisa, Jun, Ria, Espie and Dory; his beloved grandchildren, Hailey, Kingston, Cameron, Gabrielle, Kristiana, and Mikaela; his son-in-law Michael, his daughter-in-law, Tita, and all his surviving siblings Ligaya, Norma, Iluminada, Rose, Larry, and Lito. Teodoro will always be remembered by all his family and friends as a thoughtful and compassionate person, who was always there when you needed him. He will be missed forever. May he rest in peace with God's blessing always.
