Born in Roanoke, Virginia, he graduated from Virginia Polytechnic and State University (Virginia Tech) with a degree in Mechanical Engineering.
After college, his career commenced with General Electric, followed by Marathon Electric and Crouse-Hinds. In 1975, he started his own business selling traffic control equipment, which he successfully operated until his retirement in 2010.
Howard enjoyed traveling, especially with his family, and spending time on Long Beach Island. He was an avid sports fan, particularly of his alma mater's football and basketball teams. Another of his favorite pastimes was solving crossword and jigsaw puzzles.
Predeceased by his parents William David and Edith M. (née Riddagh) Bolt; his sisters Dorothy Donovan and Bernice Wright; brothers, Donald, William, and Paul; and granddaughter Paige Anna Bolt Brennan,
Howard was survived by his wife of 58 years Anna (née Galcik); his daughters Jacqueline Smoyer (Stan) and Terese Brennan (Dan); and son John (Lisa); grandsons Trey, Evan, and Kyle Smoyer, Daniel and Luke Brennan; granddaughters Courtney Smoyer, Amanda and Meghan Bolt, and Emma Brennan; his brother Frank Bolt; and many nieces and nephews.
