Miss Vail was born Oct. 4, 1920, in Washougal, Wash., the daughter of Ralph and Mabel Vail. She earned a master's degree in public health from Johns Hopkins University.
Miss Vail was regional director of nursing for the World Health Organization in the South-East Asia Region. She spent 15 years working in Nigeria, Kenya, Egypt, Malaysia and India.
Survivors include a daughter, Crystal Hultberg; a brother, Ralph; three sisters, Leasta Skuzeski, Linda Brummett and Kathleen Fox; and one grandchild.
She was preceded in death by two brothers and a sister.
