Charlene was the older of two children born to Roberta Norberg and Charles Cobleigh . She graduated from Roselle Park High School in 1966, and later earned her Associate's degree from Dutchess Community College, Poughkeepsie, New York. She initially worked as an assistant bank branch manager, then switched to the health care industry, serving as a supervisor at Blue Cross Blue Shield and later in a diagnostic laboratory. Charlene married in 1992. She and her husband moved from Poughkeepsie, New York to Los Gatos, California in 2013, then to Greer, South Carolina in 2020.
