US Congressman. He attended the US Naval Academy from 1918 to 1920, graduated from Newark's New Jersey Law School in 1925, and became an attorney in Rutherford, New Jersey. From 1929 to 1931 he was a Hackensack-based US Commissioner, a judicial position that dealt with cases related to Prohibition. From 1931 to 1934 he was a New Jersey Special Assistant Attorney General. From 1941 to 1942 Towe served in the New Jersey Assembly. In 1942 he was elected to the US House of Representatives as a Republican. He was reelected four times and served from January, 1943 until he resigned in September, 1951 to become a New Jersey Assistant Attorney General. As Assistant Attorney General he garnered national media attention for his prosecution of the murderers of Guarino "Willie" Moretti, an underboss of the Genovese crime family and cousin of family boss Frank Costello. He resigned in October, 1953 and returned to practicing law in Hackensack. From 1960 to 1969 Towe was Secretary and General Counsel of Medical Economics, Inc. a publishing firm, afterwards living in retirement in Kinnelon, New Jersey.
