He was the third child of the leading 19th century physician Sir William Withey Gull and his wife Susan Gull.
He was educated at Eton College and later studied law at Christ Church, Oxford and succeeded as the 2nd Baronet Gull, on 29 January 1890.2
He was member of the London School Board between 1891 and 1894 and was Member of Parliament (M.P.) for North-West Berkshire between 1895 and 1900.
He was appointed Officer, Order of the British Empire
He held the office of Justice of the Peace (J.P.) for Berkshire and the office of High Sheriff of Devon in 1908.
He married, firstly, Hon. Annie Clayton Lindley, daughter of Nathaniel Lindley, Baron Lindley and Sarah Katherine Teale, on 28 April 1886.
Secondly, Evelyn Louise Snagge, daughter of Sir Thomas Snagge, on 3 December 1910
