Isabelle was born in Sandpoint, Idaho to Frank and Edna Lowry. She attended elementary school in Clackamas, Oregon, then moved to Eugene where she graduated from high school in 1946. She then went to the U of O to become a teacher.
She met her future husband Mervin Hisel (born Feb. 28, 1927). They both graduated in 1950 and married that year as well. They moved to Portland where she taught 2nd grade for two years. They then lived in Arizona and California while Mervin was in the Army. They then moved to Roseburg, OR in 1954 and started their family, having three sons there. In 1960 they moved back to Eugene and their daughter Nancy was born. Isabelle resumed teaching and taught kindergarten for 22 years until she retired in 1986.
Isabelle then began her "Golden Years", traveling to the Great Wall of China, the Panama Canal, all 50 states, and 10 other countries. She and Mervin were snowbirds for many winters. Isabelle was always active in her church, in community activities, support for public schools and teachers. She had a beautiful smile and a very loving and generous heart.
