Oliver is the son of John Morgan Bradley and Clarinda P Reagan. He was born in Oconalufty township, Swain county, NC and is a brother to Lucy, General Washington, William Lee, John M, Dock, James Tilden, Haynes W, Alice E, Arthur R, Ruth and Thad Bradley.

His WWI draft card indicates he was a farmer, married with children. He was of medium height and stout build with blue eyes and black hair.

Oliver came to the asylum in June 1948 and died the following Spring of a cerebral hemorrhage. His parents' names are given on the death certificate.
