Served in the U.S. Army. Charles began his military service on April 21, 1944 at Fort George G. Meade, Maryland, and received an honorable discharge on June 3, 1945 at Fort Dix, New Jersey.

Charles was the oldest of five children. On March 20, 1937, he married Letha Elizabeth Peters at Frederick, Frederick County, Maryland, and the couple raised five children: Nora Marie, Stanley Robert, Elbert Dewey, Arthur Roger, and William Edward. He was a dairy worker.
