Son of Edward Antill Panet, esquire and seigneur of Bourg-Louis and Julie Dubuc.

He became a public notary on 8 May 1874 after completing his studies at the Collegiate School and McGill University in Montreal, eventually he returned to practice his profession in St-Raymond.

On 20 April 1875, he married Marie Louise Theroux in Montreal. They settled in St-Raymond and had 13 children together.

Between 1880 and 1908 he was the Chief Financial Officer (secretaire-tresorier) for the municipality of St-Raymond.

On 25 November 1904, Edouard was elected deputy of Portneuf at the Quebec National Assembly serving as the local member for the Liberal Party of Quebec in the 11th legislature (1904-1908). He was primarily a backbencher in the Parent/Gouin government. He would not seek reelection in 1908, leaving his seat available for the then Premier of Quebec Lomer Gouin to run in it.

After his wife's death in 1909, he would remarry with Marie L Van Felson

From 1909 until 1929, he was the deputy clerk for the Quebec Legislative Council.

He died age 78.
