Capt. William Ballard Preston, d. Dec. 8, 1903; educated at Hampden-Sidney College College and V.M.I.; was Commandant and Professor of Agriculture at Virginia Agricultural and Mechanical College; in 1898 he offered his services to the U. S., and was commissioned 1st Lieut. 4th U. S. V. Inf. known as the "Fourth Immunes," and served in Cuba until 1899 when the 4th U. S. V. Inf. was mustered out; he was then given a Captain's commission in the 43rd U. S. V. Inf. and served in the Philippines; in 1901 the 43rd U. S. V. Inf. was mustered out; he remained in the Philippines, as an officer on special detail in the Island of Layte; later he received the appointment under the civil government of Supervisor of the Province of Iloilo; he died in 1903 in the Philippines.
