The son of John Duncan & Sarah Ann (Robinson) Monroe, in 1860 he was a painter living in Liverpool, Perry County, Pennsylvania. He stood 5' 7" tall and had black hair and black eyes.
A Civil War veteran, he enlisted in Perry County July 18, 1861, and mustered into federal service at Harrisburg July 27 as a private with Co. B, 7th Pennsylvania Reserves (aka 36th Pennsylvania Infantry. Shot through the right wrist at Charles City Crossroads June 30, 1862, he was discharged by surgeon's certificate October 10, 1862, and applied for and shortly received a pension shortly after returning home. Nonetheless, he also enlisted in Harrisburg September 2, 1864, mustered into federal service there September 7 as a sergeant with Co. I, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865.
He married Julia Garrity June 20, 1898, in Wilkes Barre, Luzerne County, and fathered Juanita E. (b. 04/??/94) and Eugene (b. 05/??/99), although it is unconfirmed that Juanita was his child. Death came from the effects of tuberculosis.
