Born at Ben Wheeler, Van Zandt County, Texas. "Bill" was the last of six children of Anthus and Belle Oakley. He had three brothers Albert, Travis, Jimmie (died as child). He had two sisters Marie and Belle (died as child).

Bill was a veteran who served in World War II.
His military service took him to France, Luxembourg and England. Normandy landing...battle of the bulge.
His rank at the end of his service was Staff Seargent.

He worked for the Civil Conservation Corp a few years before he enlisted in the Army. He later became President, Vice President and Treasurer for the Fort Worth chapter of the CCC's. He and wife Mary made many trips around the state to visit places that were built by the CCC organization.

Bill had a long career in purchasing and finance with the Johns Manville Corporation. He retired after thirty six years and received a gold watch for his dedicated service to the company.

He married Mary Margaret MV Nix of Fort Worth(originally of Ryan,Oklahoma).

Bill and Mary had five children.

William was the great grandson of James Madison Oakley of Georgia, grandson of John Christopher Dennis Oakley of Georgia and Texas and son of Joseph Andrew Ianthus Oakley of Texas. The Oakley line has been traced back to Bedfordshire, England.
