Son of James Allen McClure 2nd and Ellen Collins.

He was an 1879 graduate of West Point. He was the Judge Advocate of the Department of Columbia for four years. He was a Special Assistant to the Judge Advocate General in the revision and codification of military laws. He participated in battles in Cuba and the Philippines during the Spanish American War. He was Assistant to General Ainsworth, Chief of Staff of the United States Army in Washington. He served as Colonel of the 30th United States Infantry at San Francisco. His last post was as Commandant of Fort Seward in the Territory of Alaska.
