Babcock was a graduate of the University of Rochester, received his master's degree as a Rhodes Scholar at Oxford, and obtained his doctorate at Northwestern University. He became a political science Professor at the University of Vermont. A Republican, Babcock served in the Vermont Senate from 1951 to 1955. Defeated for reelection in 1954, Babcock was appointed Secretary of Civil and Military Affairs (chief aide) to Governor Joseph Johnson. In 1956 Babcock was again elected to the Senate, and served one term, also serving as Senate President. In 1958 he was the successful Republican nominee for Lieutenant Governor and served one term, 1959 to 1961. He ran unsuccessfully for Governor in 1960 and 1964. Babcock served as Provost of the Vermont State College system from 1965 to 1974. He served in the Vermont House of Representatives from 1977 to 1981.
