Mr. Blackard was born on November 28, 1928, in Rockingham County, the son of the late Robert Lee "Bob" Blackard, Sr. and the late Maggie Hazelwood Blackard. He was retired from Baxter- Kelley-Foust.

In addition to his parents, he was preceded in death by his son, Marshall Blackard; brothers, Jack Blackard and Leon Blackard; and sisters, Carsby Atkins, Pearl Moore, Madie Staples, Eva Joyce, Peggy Ann Blackard, Adlene Smith, Mary Thomas, Willie Easter, and Elva Goad.
He was the husband of Christine Foley Blackard.
