Peter was born in a part of Westchester County that was later incorporated into Bronx County, New York. He was the 7th of 10 children of Edward and Mary Ann (Brogan) Speckman.

Peter Speckman bred horses in New York before moving to Newport, RI. He also taught Elinor Sears, known as "Elio," to ride. She was a well-known rider (Walker) and won many awards. Peter also bred German Police Dogs. He went to Newport with horses.

Peter was a coachman and later chauffeur for Frances Coster Jones who first married Henry Spies Kip in 1902 whom she divorced in 1909 in a widely reported story (NY Times, Indianapolis Star, Titusville, PA Herald, Nebraska Journal, Oakland Tribune - just to mention a few). The divorce took place in Reno on December 30, 1909 and two hours later she married Julian McCarthy Little. They divorced in 1914 and she later married her third and last husband Gustav J. S. White. Peter was best man at the wedding of Frances and Gus. He worked for the Whites until his death in 1962 and on at least one occasion, travelled to Europe with Gus after the death of Frances. On that trip, Peter joined Gus in a private audience with Pope Pius XII during a visit to the Vatican.

Peter married Nora Cecelia Smith, on November 6, 1907 at Old St. Joseph's Church, Newport, RI and they had 4 children who are listed below.
