Served in the House of Representatives, as a member from Charleston County, seven successive terms, and resigned, in 1891, to accept the position as mayor of Charleston, which position he held for one full term of four years, and declined re-election. Obtained his education from public schools of Charleston, and graduated from the College of Charleston. Subsequently studied at the University of Berlin, Germany. Was admitted to the bar, in 1868 and has practiced continuously since. Was a member of the board of commissioners, of the South Carolina Institution for the education of the deaf, dumb, and blind. Trustee of Newberry College, and also of the Medical College of the State of South Carolina. Vice-President of board of trustees of the College of Charleston. Is one of the directors and also of the general council of the South Carolina Interstate and West Indian Exposition.
